What is a cd refiller?

How would you get a CD refiller? And using a CD refiller could you run two Diablo Programs at the same time, each with a different CD key so you could run two BattleNEt Accounts of off one computer at the same time?

If I am not mistaken, you wouldn't even need a cd filler. You could just put the cd key into c3p0 and run two windows at once. But do not quote me on this.
