Jpeg problem in PS

i get an error sometimes when open jpegs in ps

" Could not complete your request because the file-format module cannot parse the file"

any help will be apperciated
Edit:
well sorted out myself used microsoft office picture manager an exported as a jpeg again and then it work also work for other file formats png and so on.
