I myself use a Shako, 30 res Maras, 40 res hoto, Archon Coh, 35fcr spirits, 5/5/4 cta, Magefist, 10fcr rings/30 Nagelrings, Snowclash, 4 Cold gcs, and 20/18 Hellfire Torch. I also have some life scs ranging from 15-20 life.
Most of the items are runewords and some can be very expensive, or pretty cheap. You could easily buy a low hoto for 1 Ist. You could buy a set of 3 cold charms for Ist. A low Maras for Ist. Cta and Coh are somewhat expensive, but you could substitute an upped Vipermagi instead. With those items you would still have max res in hell. My hell resists are around 190 all. My blizzard does around 6.8k and can one shot nearly everything in hell.

Unlike many sorcs I didnt use the 4 points for Mana Shield or the 3 for Chilling Armor. I didn't put any to Warmth, but my sorc never seems to have a problem due to the merc using Insight. If you want to use another weapon such as Infinity or you intend to duel, put one point into Warmth, but it probably wont be needed. My sorc is level 91 and maxed on all her skills needed.
If you're planning on making a Blizz sorc here is a good guide. It may seem a little strange to save points but youll thank yourself for doing it.
1-5 One point to Ice Bolt.
6-11 One point to Telekinesis, Frost Nova, and Ice Blast.
12-23 One point to Teleport and Glacial Spike.
24-30 Start putting points into Blizzard and Cold Mastery until both are maxed. You should have 15 skills saved up so each level youll add one to each.
As soon as Blizzard and Cold Mastery are maxed, max out Glacial Spike, than Ice Blast, than Ice Bolt. You'll want to max Cold Mastery and Blizzard first. Cold Mastery is what gives Blizzard its insane strength. As long as the enemy is not immune, you can easily pierce 150% of the enemys res. making them most times take an additional 200% damage from your Blizzard. Keep Glacial Spike on the left mouse and switch between your Teleport and Blizzard on the right. Glacial spike isn't the strongest attack for the single attacks, but it can strike multiple enemies, freezing them all while your Blizzard destroys them.
Merc: Your merc is very useful for the pesky cold immunes. My merc wears an eth cv insight and a fort. If you can get a high damage weapon and Fortitude, your merc will be able to solo things like Nihlathak in hell.
Notes on Tals: Many people like Tal Rasha's set. It is a decent set, but it has some drawbacks. With Tals dont get as many skills as you would with other items, and it is fairly expensive. It also adds to Sorceress skills which means its completely useless with Cta. You can get a Vipermagi, Shako, Low Hoto, Snowclash and a Cold ammy for the same price as full Tals.
