Mind blast and laying of traps FCR or IAS?

I've always heard that IAS increased how fast your traps lay is this true?
Does mind blast work in the same manner or does it require FCR? Any help would be greatly appreciated. -Sarah

really? i think its fcr for both...cause you arent really attacking by throwing a trap, your more 'summoning'
