correction fuggle an um rune does increase how much its worth, and yes elite items can be uped... hoz for example, i have an uped hoz, it is originally a guilded shield, i have an hoz kurast shield. i would show a picture but i dont know how to do screenshots... and yes for your information i dont know very much about d2, i do suck at it, but i still try.
