Accessing MS through proxy

Is there any way to do it?
I have insight cable access, but on this computer we have to run through a proxy, but the other one does not. O_o
I'm running through usb on an rca thomson usb device, and we have the both open slots for computers in use.
The other is through Ethernet cat 5 cable.

I cannot use sockscap because I cannot use win16 bit applications. ><

Can it be done?
Any help would be greatly appreciated.
