They are correct; this is the pedestal for the Gibdinn, the blade which serves as a kind of "force field" from the monsters that are roaming around Kurast Docks. After you complete the quest, Ormus places the Gibdinn upon the pedestal, and proceeds to give you a rare ring for the completion of the quest.

I always wondered if the ring he gives you would be a GG ring if u are like a lvl 92+ ??? Should try it out.
