Best LOD West Ladder PvP Char?

ok, so I'm about to start up d2 again but have no clue about anything in the new patch.. in fact , im not even sure what the new patch is. i'm guessin its 1.11b?

i'll be playing on west, ladder

looking for the best pvp char, if theres a guide that'd be nice too... (need everything, stats/gear/skills)

note: items are not an issue. i just need the best possible gear for the best possible char. i need all legit items as well (legit 08 valk or w/e it takes... items are not an issue)
and I'm not familiar with ladder items at all so please explain thoroughly
