Ok, you could try to tunnel your connection, but it's a pain in the ass.

1st, try this.

These are various programs that allow you to tunnel your connection through different firewalls and direct ports. I used this at school in order to pass Cyberpatrol (a program that disallowed access to various sites, such as porrn) and also got Steam working through it. These programs may not be the solution, but they are worth a try.

Well, first just try sockscap. Run it, let it create a custom configuration (don't enter a default server). Then add program, choose Steam, and see if it works, if not, I'll see if I can write something up on HTTP Tunnel.

Start up sockscap, click on new. Click browse and choose your steam.exe. For me it looked like this:

Profile name: Steam
Command Line: C:\Stuff\Games\Steam\Steam.exe
Working Directory: C:\Stuff\Games\Steam\

And then click run. See if that works.
