So, when you say "put enough dex for max block", what is max block? I don't believe its 100%, is it 75%, 80%, 90%?

is your % to block goes down as you lvl. so at lvl80 your max block % could be 75% but at lvl80 it could be 72%. So you have to continuosly add dex even when your lvl90+ if you want max block.
