Ok this build has served me well and is very fun and effective.

***Introduction
Ok, well the idea of the con(concentration barb) is too generate MASSIVE amounts of defense through using concentration. Concentration is a skill thats an attack that raises your defense and gives you an uninteruptable attack which means better chance to hit. Not to mention, when you have high defense it's less likely for a monster to hit you. Con barbs can be totally surrounded and get out of it no problem. Although ussually drawn out, con barbs can go toe-to-toe with any boss except uber meph*see uber meph notes lower* Unlike ww barbs, at a mana cost of 2 mana isn't an issue, EVER.
***Uses
Con barbs are more useful than people think. They make awesome ubers support and can even uber themselves sometimes and are the perfect tank. Not to mention like all barbs they have a superior bo compared to other classes. Besides chaos which I can still do if I tread carefully, theres nowhere in hell where I can't tread confidently with my con barb.

***Stats
1 Vitality Point=4life, 1stamina
1 Energy Point=1Mana
Total Stats=505(490 off leveling and 15 off act3 quest in 3 difficulties)
I calculated with the gear if you have 60str from your rings and charms for the strength. So make up the strength difference depending on your gear.
Strength:72(Base 30)
Dexterity:180(Base 20, I found this good enough for % hit bosses, max block and ar, no dex needed to wear gear)
Vitality:Rest(Base 25, You'll have so much defense that the little for dex won't phase you)
Energy:None(Base 10, duh 2mana main skill ofcourse no energy
)
Life with BO with be above 3k so don't worry and with superior defense, most of the time I doubt you'll ever see it dip below halfway.
***Gear
Now this is important. Gear for your con barb greatly determines how good he'll be. This gear is set-up to make your barb impossilbe to kill. You'll go toe-to-toe with any boss and basicly trade blows and wait them out to kill them.
Helm: Arreats Face /w Cham(or 40/15ias but I prefer cham for cold dmg, and [uber] baal)
Basicly all around best barb helm. No others you can really use here. Str, Dex, res, life leach, FHr, bonus attack rating. You can't go wrong with this one.
Armor: Sacred Armor Stone/Fort if Ladder(I use Stone and actually stone has more defense)
I know your probably saying "sacred armor, thats way too much str required". Well you have to remember: the more defense you have, the bigger defense bonus you'll get.
Stone has less res, and no enhanced damage but has more defense and FHR. Also, it has vita, str and energy.
Fort has enhanced damage which is very appealing. Also it has more res and life/per level. We're going for defense so I'd recommend stone though, and its more cost efficent too.
Weapon: Ebotd Cb or Zerk/GF(doesn't matter since using one handed although requirements might be different)
With ebotd what is there missing? Ias, lots of damage, 30 all stats!, life/mana steal, prevent monster heal and on top of that its easy to equip which makes it easy to glitch.
I used a gf with this barb for a while and its served me well. Mine was 247%(250% is perfect) with a 40/15ias in it. Gf has 20all stats, actually at a high enough lvl max more dmg than a medium ebotd, 50% bonus ar and 80life.
Dual Weapons on switch: 3 Warcry glaives/throwing spears
Shield: Stormshield Monarch /w 40/15ias
Best barb shield for this build. 500+ defense with a high enough lvl, fhr, str(which is good to glitch), cold/lightning res and faster block rate. Also, the 40/15 is in there. Phoenix won't work as well here.
Gloves: Steelrends/Dracs
First and best are steel rends. The defense boost basicly fits right into the build, the enhanced damage will make up for other enhanced damage we passed up on and the str is good to help glitch.
Dracs work here too. The str still makes them good for glitching, the lifetap is a nice bonus for keeping you alive and the life leach is nice too. Lacks the defense of steelrends though. This barb doesn't die, so lifetap isn't needed besides for uber meph so steelrends are a better canadate here.
Belt: Verdungos/String of Ears
The 15% dr(if perfect) gives us a max dr of 50%. Also 40vita(if perfect) is a good life boost. This is too good to have a substitute really but if you have to string of ears gives you 15% dr and life leach.
Boots: Goreriders(upp'd if possible for more defense)
These although inexpensive are important. These are what helps you kill bosses. The crushing blow is the extra damage maker and the open wounds and deadly strike is nice too. I'd option sandstorm treks but you need some crushing blow.
Amulet: Highlords Wrath/Maras
Highlords is the best option here. 1 all skills is the minimium expected in a good ammy. The deadly strike is good too and the ias is very nice. Lightning res on it will help vs uber meph too.
Maras is another popular choice for barbs. 2skills is obviously better than 1, meaning higher bo and the res are a lot better. 5all stats will make it easier to glitch too. If you have low res/str(from rings/anni/torch/other charms) then this is a better choice. But if your res are maxed without maras(which mine are) then go with highlords.
Ring 1: Bk Ring
Life, 1skills and life leach. Like a melee soj.
Ring 2: Life/Mana leach ring with str/res. My con barbs is 6mana leach, 7life leach, 20str and 19poisen res.
Charms: B torch, anni, wc gcs(i have more but since i'm pvm i use 3), your scs should be life/res or poisen dmg/res.

Ok now this is important. This is the order which you put on your gear:
1. Ammys, rings, charms you should have 132 str(72base+60 from charms/rings)
2. Put on your dungos, gores and arreats giving you +20 str for 152 str.
3. Put on your ebotd for +30str giving you 182str.
4. Now put on your stormshield for +30 str giving you 212.
5. Now put on your steelrends for +20str(if perfect) giving you 232 str which is enough to wear your sacred armor.
And there you go ^^

110 Skills(98 from leveling, 12 from 4 skill points from quests 3 difficulties)
Combat Skills
1 - Bash~Prereq and synergy
1 - Stun~Prereq
20 - Concentrate~Main attack
1 - Berserk~Synergy and good for immunes
Warcries
1 - Howl~Prereq and VERY EFFECTIVE IN UBER TRIST
20 - Shout~Raises defense which is the main point and prereq
20 - Battle Orders~Must for all barbs, very useful, prereq for bc
1 - Battle Command~Useful, 1skill level to increase all your skills by one
Combat Masteries
20 - Sword/Axe mastery~Your choice, very useful either way
20 - Iron Skin~Focusing on defense so this is perfect, prereq
1 - Natural Res~1skill for 50+all res, why not?
With this, You'll have 4 free skill points left. You can add them either to natural res, leap if you want or bash for more damage.
I'm not going to tell you what to max in order because they should all be maxed really.
***Merc
For your merc I'd go with the defiance merc(act2 defensive normal or hell). aura adds more defense.
Set up should be:
Armor: eth stone/fort for defense
Weapon: Anything that kills monsters, no aura needed badly
Helm: Ber/ber Coa for dr/res etc or um's vamp for dr/res/leach

***Ubers
For ubers, all you do is run up and start swinging away. Your super defense, dr and leach should keep you alive. While fighting, continously howl to keep monster away. Uber trist is best attempted with a smiter for assured results and mini ubers can be solo'd but it's easier with hammerdins because of izzy minions, teleing, concentration and just more dmg.
For uber meph, if you can get lifetap on him you can tank him. Either the smiter can cast it or if you solo be sure to use dracs, can for 1 whisp, and you can try last wish cb.

***Duels
Don't. That's all I can say. Lack of tele/quickness makes you caster food and smiters have a lot faster attack and can leach. So like I said before, don't duel. The only people you actually have a chance against are ww barbs and they could tele away so really only BvB barbs.

I based this on my own barb which I winged a little bit(started with poor gear and got rich so I have different stats but i used hero editor for calculations).
This Barb can get over 50K defense if built right and it's actually a lot of fun.
