what if i have level 1 meteor / 0 fcr sorc?

Just read the directions on the dupe guide and read it carefully

Bonewall level doesn't matter, what matters is that you hit 125 fcr. The sorc can be naked with no fcr for all that matters, all you need to do is meteor while the nec spams walls.

either lag, or a mini-patch that they just added to try and end the duping, as a test maybe?

I just found a staff that gives +1 to metor and use that, works fine. I'm not sure if this actually matters, but it just seems to me that the level of bone wall does matter, because the duration goes up with higher levels, the highest I have gotten it to go is 24 seconds though.

the duration doesnt change with higher lvl bonewall, however the width of the bonewall does get larger as the lvl goes up. and i have done with a 100 fcr necro and a light sorce with a meteor ormus. last time i did it was about 30 mins ago so its not patched
