The charge-up you mean is tiger strike, right? The uber damage charge-up, 1st level on MA tree?

Not as such. The more skill points you put in energy shield, the more damage is taken from mana rather than life, so more mana will be drained. But energy shield has a synergy with telekinesis. The more you put in telekinesis, the more efficient the shield becomes.
