When do the NPC's "gossip" change?

Is it when you finish a quest, or like when you complete a part of a quest? Or is there like some random factor?

Every time I start a new character, I remember there gossip to be always the same, say before I complete the Den quest. When I do finish the Den, there gossip seems to change. So is it after each quest it changes?

It's random.
Out of town. Back in again. Gossip has changed.

Gossip is not related to quests.
You can hear Gheed mentioning Cain way before the quest for his rescue activates.
You can hear Cain talking about Anya long before you even apprehend that a character named Anya exists (Anya's name was supposed to be "Dreya" in the first place).

The only control over gossip is about class specific chatter that becomes available depending on the character you are playing.
Kashya will gossip on Amazons, Akara will gossip on Sorceresses, Gheed on Necromancers, Charsi on Barbarians (I presume), and so on and so forth.

The only Intro/Gossip for Assassins is from Nihilatak (have I spelled it correctly?)... while Natalya will say nothing different when talking to another Assassin =/
Qual-Kehk has the speeches for the Druid.

Most Class-Specific Act 5 gossips are bugged though.
Nihilatak will play the Assassin speeches fine, but will use the same one both for the Intro and for the Gossip relative to Necromancers.
Similarly, when playing the Druid, Qual-Kehk will reuse the same speech for Intro and Gossip on Druids.
Larzuk has the Amazon Gossip and Introduction, but the Introduction never fires since Larzuk's first speech, whatever your class is, is always about the quest for Shenk (you have to select it manually if you want to hear it).
