It is more than possible to have 1500-1600 arena rating in any bracket with badly geared people who know how to play, or just have a killer setup.
I mean, I got 1750 rating in 2v2 in the beginning of S2 with 0 resilience and no PvP Trinket. Some of my friends made Rogue alts, they have 1600 rating in 2v2 with blues / simple Kara epics.
Also, depends on what you're raiding. Karazhan and early 25mans are piss easy, while some of the mid-later 25mans require very good co-ordination and teamwork.
If you fail at arena, try a different setup. Obviously, you have to understand that the higher your rating, the more of a gear check arena becomes. The end of S2 is nearing and typically every team in 1700+ bracket is full / almost full merciless.
As a Rogue, try doing arena with a Discipline Priest or a Resto Druid. I'm a resto druid and I do arena with a rogue, started the team 3 weeks ago and managed to get up to 1800 (I had ~100 resilience, Rogue had ~200). It's all about just playing a lot really and perfecting your teamwork. Playing 10 games a week is not going to make you a better player.

Season 3 gear is really ****ed up. They seriously managed to screw feral druids over big time. S3 => practically best PvE DPS set now (and pretty bueno for tanking). S3 Druid Staff => best PvE DPS weapon in game (the new one in Zul'Aman is a joke, like Pillar of Lol).
