uh, heres some help i can give you off the top of my head.
make sure you put it into your computer correctly, as wierd as it may sound i know a lot of people who didn't and then complained about problems.
make sure your drivers are really the newest Nvidia drivers, and not third party.
defragment your harddrive, sometimes graphical errors can come from your pc being too slow/unresponsive.
make sure your cooling is working correctly.
make sure that your power supply can supply enough energy to cope with the card and everything else in your pc.
post screenshots so we can help you.
uninstal and reinstal drivers
contact nvidia customer support, via phone or email
etc etc
edit: try uninstalling the drivers and then only installing the drivers off the CD you got with the card. that helps sometimes.

In clarification to Rankor said, installed properly also means that the card is in straight, sometimes if it is even a little unaligned it wont work. Video cards are some of the most sensitive equipment in a computer.

The most important part of Rankor's post Imo is the power supply. Many users upgrade their computer without taking that into note. Even thought a 7600Gs is not very powerful, a weak case came power supply might not feed it enough power. Check that last after you've done all the problems. The cable form monitor to driver can easily make your image blurry or rainbow colored etc. Post your the pic of the actual problem though quick. Haha.

with those system spec's, it is most likely that your PSU just doesn't have the juice. 7600's require a good 450watt psu or higher i believe.
