If you were to bomb a forum with a bunch of pictures of Richard Simmons that wouldn't be harassment. If you didn't know anyone on it, just randomly selected it and didn't direct anything towards anyone. I don't think it would, I would just like to know.

Just wondering if anyone thinks it is harassment. I have a friend who did it and the guy who runs the forum said he would report it to his ISP. I guess I was wondering if it was a possible reason for termination of service or anything criminal. I honestly don't see why it would be though.

If by bomb you mean with bots, or some automated program, then yes, it is illegal. If he did it himself, it depends on how the ISP looks at it.

I was talking to him. He said they didn't ban the account or anything, just deleted his threads. Then the guy said he was going to report him to his ISP and he stopped. I don't see where it would be considered harassment because no preventative measures (which would have been as easy as a ban) were taken and he was not asked to stop. If that is considered harassment then if the guy reports him that guy is a retard.

Id say if you made the account for that specific purpose, even if it was a randomly generated it could still be considered harassment cause theres malicious intent

Yes its a reportable offence as its harassment to the forum itself not anyone in particular and if the forum is for under age kids then it makes matters worse. If you posting random pornographic images.

Harassment can be as narrowly,or as broadly defined by the specifics of the ToS. By which I mean the ToS for every Forum is different somewhat. What your friend did was not only legally against most ToS,but also an annoying waste of bandwidth. If he"randomly" BOMBS websites like Froggy mentioned,it is the Forum itself that is being harassed.
Sounds to me like the guy has too much time on his hands,or is easily bored.

Metal used Richard Simmons as a random example...Froggy gave it a more specific classification of harrassment viewed by ToS as Porn(aka) as mass posts,given the targeted age of the general forum population. He did not call Richard Simmons porn...both examples were hypothetical conjectures and answers.

Harassment can be VERY loosely defined, so whatever happened to your friend was deserved.
