Faxmonkey wasn't sure if what he posted was a bug or not in World of Warcraft. He mentioned that Totemic Recall still had global cooldown even if the 2.4 patch has introduced API which allows players to make a macro that can do the exact function as Totemic Recall without a global cooldown.
He added his assumption that the addition of DestroyTotem() was fully intended. With this, he said that it's silly and unintended to leave the global cooldown on Totemic Recall. In his own opinion, he just want the global cooldown to be taken off already.
As always, Blizzard blue poster Hortus affirmed one of the things posted by Faxmonkey. He said, "There is indeed a bug here, but I'm not currently sure which aspect of this behavior is incorrect. I'm checking with the developers to see what is intended here."
