Thankfully Blizzard Technical Support Daath was there to help Bambe out. He said that running the parent program as administrator would it would be passed on to anything that runs under it. To run it for the PTR, the launcher must be run as an administrator and then clicking on Public Test.
Furthermore, Daath said that to know what patches the clients are currently running on, curious players could visit the C: Users Public Documents Blizzard Entertainment World of Warcraft folder.
In addition to the helpful information that was mention, Daath added:
As of 2.3.2, WoW.exe will keep trying to download the patch to the World of Warcraft folder. Launcher will save the the Public directory, however. I'm not sure how 2.3.3's WoW.exe will work since it's not patch day.
Meaning that you do not need to run WoW.exe as an admin or have it launch under an admin Launcher. Hopefully the days of "Failed to apply patch" will be over except for true non-admin accounts.
Hopefully, Daath's word could prove useful to those who are currently facing the same problem. We'll keep you guys posted for more updates on the game.
