This was first noted when WoW forum poster Dellessana mentioned that a possible bug was spotted on the TTR when Horde characters failed to get flagged upon entering the Alliance-controlled city, Stormwind.
Other forumers explained that this wasn't a bug, but rather this was how the TTR environment was supposed to function. Essentially, PvP outside the Arena was disabled for the purposes of the realm and instead focused on the testing of new equipment and skills inside the Arena.
There were a couple of complaints from other players upon finding out that they couldn't test out their apparently "l33t" gear on other characters freely. Fortunately, Blizzard Poster Hortus was there to sort out the situation and gave out his own explanation by saying:
There will be no world PVP on the official Arena Tournament Realms, so there will be no world PVP on the Test Tournament realm. If you want to world PVP thats what live servers are for, this realm is to support the arena tournament.
