What does a ilvl program really do sorry for asking I'm still sorta new to hacks.

Ilvl stands for item level, and is used to decide if certain items can attain certain attributes. There are monsters that drops certain ilvls and it goes up in as you move through normal to hell. Ilvl can ranges between 1-99. An example of ilvl at work for example is any no socket Crystal Sword found in normal with the exception of cows will not receive four sockets in the socket quest. Simply because the ilvl of the Crystal Sword that drops there is not high enough. Items are dependent of ilvls to spawn their attributes.

Edit: So of course an ilvl program will tell you the ilvl of that item. There are many other reasons to check the ilvl. Such as crafting items, and rerolling charms.
