The petition is a good idea. Take it to whoever the head of your local police is and present your argument about being discriminated. Definately get signatures from respected members of your community and also a good variety of diferent people. If that person ignores your argument then go up to the next person in charge an so on until your voice is heard.

oh and BTW try to get those old people (no offense) to speak to the police there, so if they say its because you intimidate the elderly then they will proboably repeal the law if that was their only reason... if not then write a letter to the local newspaper... it might help

I'm sure there are many other goths around that have shared your experiences. Try and spark and change in your own community, basically do what spoonman said, and see if you can get help from the larger goth movements.
