HELP! Bug Report? Maybe?

Ok, my friend is having a problem blizzing and teleing immediately afterwards. He will blizzard and switch to tele with hotkeys and it won't let him tele. In other words, it turns red. The same thing happens with orb and meteor. Has anyone else had this problem? He's getting really pissed because no one else has this bug. Getting owned in PvP because of it is very frustrating. Any help is appreciated.

It's called a cooldown.

Yes, all the powerful skills, Blizzard, Orb, Meteor, Hydra, have a cooldown. Blizzard's is like 3 seconds, Orb is 1 I think, Meteor is like 4 or 5, and Hydra is 4.
