How do I delete a file windows won't let me.

I have a file on my desktop I really don't want, but if I try to delete it I get thats it's in use by another program or a person, and I can't find the program that would be using it!

There must be a way do to this is command prompt, what would the command be?
(I completely forgot how to use it).

boot in safe mode and delete it

msconfig and disable every thing then rebot and delete it then just reactivate everything and reboot again.

that might work

check processes in task manager...u might fiind sth....
