Forum Upgrade

I'm in the process of upgrading the forums. I've done all that i need to do with the forums down / turned off. They are usuable now, but some features like the store / arcade are invisible to you right now. Will be fixed up shortly.

Forums: Few little features here and there, mainly for admins
Arcade: Security Fixes
Shop: Lots of fixes, such as controllable interest rate by me and the bank shouldn't steal points anymore

Generally alot of things, to many to list. Nothing huge and noticeable though.
