I have a jewel similiar to that. Except the ed% is like 23.

Realgar+21-30% DamageJewels(45) </B>Ruby+31-40% DamageJewels(66)

Yellow means that it can be on rare jewels (aka Realgar)
Blue means that it can only be on a magic jewel (aka Ruby)

i did not go on diablo to check stat .. but i got a jewel that look like that maybe it less than 30 %
