1. I cant seem to find the IAS breaking point for a werebear, I keep seeing something about WIAS, im confused.
WIAS = Weapon Increased Attack Speed. The reason why you can't find a IAS breakpoint table for werebear is because they varies between weapons (I think).
2. Does IAS effect fury at all or no?
Fury itself already have a decent IAS, so unless you use a faster weapon, your attack speed would pretty much be the same.
3. Does a shields blocking work or help in werewolf form?
Yes.
4. What is the r/w breakpoint?
Not sure about this one.
5. You think a EBOTDZ and Phoenix is a good choice for a fury werewolf?
From some druid's guide I've seen, they find cruel mystical sword of quickness (201-300%ED 40%IAS) socketed with shael runes (I think) as an ideal weapon for fury.
This video gives you some great tips about werewolf, including the varieties of weapon you may use. Even though it use rabies attack as an example, just turn the weapon into cruel/quickness combo. It may work. :p
