No CD Loader

Can anyone help me with this? I downloaded the No Cd Loader off of D2Sector. I extracted the 3 zip files, then unzipped the one that had the loader. I followed the directions, and attempted to load it. It said i was missing the storm.dll file:confused:. I'm running windows 98. Can anyone help me?
