Ok, heres one of mine... try it out[It's on Good-tutorials.com ]

First select Gradient set on 'Reflected Gradient', make a few lines around, like below.

Then goto Filter > Glass, and use the Setup as below[My Default]

Then goto Filter > Polar Coordinates and select 'Rectangular to Polar
Then goto Filter > Disort > Wave and click 'Randomize' until you're happy.
Then goto Filter > Styalize > Wind, Do this once from right, and once from left.
Then goto Filter > Polar Coordinates and select 'Polar to Rectangular'
Then duplicate layer
With duplicated layer goto Edit > Transform > Rotate 180 Degrees
Put blending mode to 'Screen'
Merge Layers
Then click Ctrl+U and choose a color.

This was my Final outcome
