Whats more important on a bone necro FCR Rings or Sojs?

fcr, ur never gonna do 1 hit kills against an opponent

fcr rings will allow you to hit twice with the weaker damage before the sojs little bit higher damage would hit the opponent

It all depends on what you need more. If you want to be ABLE to cast fast, you need loads of mana and mana regen. I'd suggest one soj and one fast cast ring.
