There's a lot of rumors about it, I believe in this one:

In a patch before 1.09 (I say 1.08), If you clicked on it once it would show you where all the gem shrines are. Just the shrine and no map. But it has seemed useless for ages now...

yeah. during hellfire, the gem used to work as an on/off switch in the help channel for voice chat
