this may sound a little nooby but i cant figure this out. I did all the quests and everything in act 5 hell, but the red portal isn't there for me to go through. If anyone knows why this is could you help me?

looks like you answered your own question. you said you did ALL quests in that act, therefore the red portal closes after killing Nihlathak and completing that quest.
