By "illegal" he means that they were accounts made years back before Blizzard banned a lot more characters and limited others. E.g. you can no longer have "." in your account, or "|" etc.
Don't do it though.. he's just going to take your account and then use password recovery to get it back, sell it again, repeat.
Besides.. those accounts suck anyway.
Oh and anybody with that many CDKeys is using a generator or taking from a list of banned/muted/warned etc. keys.

i would never belive him! hes trying a lame excuse of a scam on you, he gonna use the e-mail password recovery when you get items in the account and take them and ur money! i agree anyone who belives him is a noob.
