I have now joined a clan in warcraft 3 and i would like to know how to make a website because my clan needs me to do lots and i will be a shaman and all that good stuff but anyways if some one will show me how to make a website or were to make one i will be more then happy to give a rep or even some points i kinda wanna make it like this site ( cause it is so freaking cool ) but if someone can teach me how like i said i will pay decent points and/or rep

You can start an invision board for free I believe, but other than that you will probubly have to pay

well i can make the pages but i don't know how to make forums like letting other ppl write in a section

Creating your own forum is rather difficult. It is usually better if you get a free forum creator like the one used to create this forum and simply use that in your web page. There also places where you can get java chat room scripts that you can run in your web page as well.

Wow... 160 bucks is a little steep... But I guess compared to Photoshop CS, that's chump change.

$135 to have it setup professionally
$120 to have all the software branding removed (aka Powered by: vBulletin Version 3.0.6

$130 a year to be allowed access to the members area
So if you add all that up it comes out to: $545 w/o taxes and fees along with another $130 a year if you want continued member area access.
Running a forum is not cheap unless you build oit from PHP and SQL yourself.

Wow... But if you have some know-how and you don't mind the branding, you could save yourself $255 in the initial transaction.

True. I did not even go out and find out the pricing for server space and bandwidth. That can run you another $20-$100+ a month on top of the cost for the forum. Even if you set up your own server you still have to pay for your own .com or .net address and that can run another $100-$500+ a year, I know sometimes you can buy the address out right but that can cost ALOT more than "renting" it a year at a time.
