Emumaniacs.com has quite a few roms. As far as "roms" for cd and dvd consoles, they are called ISO's instead of ROM's. I've been in emulation since 2000 and have seen a bunch of sites go up then back down, so finding roms on the net is kinda hard these days. Zophar.net is a good site for emulators of all kinds and utilities. Some symbols for you to learn:
(PD): Public Domain - roms that were made using utilities, fan made roms
(U): USA rom
(E): European rom
(J): Japanese rom (you'll find quite a bit of these that you wish were in English)
[h]: Hacked rom
! : Good Dump (good dumped roms are ones you can count on working, even though badly dumped roms may work too)
[b]: BAD DUMP (stay away unless you want to trust your "instincts")
[x]: bad checksum (each rom has a checksum, it doesn't have to be good to play but i suggest finding a better dumped rom)

yeah you can buy controllers from stores. There should be an option with your emulator to test if your controller is plugged into the computer and able to be used with the emulator. If your emulator doesn't support computer controllers, then you should get a better emulator. I have heard that the best emulator for PS is Bleem! and the best emulator for SNES is zSnes. Bleem! used to be able to be purchased from their website, however because of the amount of complaints from the government they no longer offer Bleem! as being distributed. But, you could probably find it on KaZaa.

you cant download ps2 roms, but i think u can download the emulater and play with the game in your drive. it worked for regular playstation a while back, not really into console games anymore.

There's no places to buy an SNES, NES (still have mine and hooked up, played Mario bros 3 earlier), and Genesis around here so I've been stuck on emulation. It's extremely hard to find Playstation and Dreamcast ISOs so you deffinitely won't find the new generation console ISOs. No site would be able to handle a PS2 ISO anyway since DVDs can hold a little over 4 gigs on one side, so that means it'd take forever to download for dialup and a long time for dsl even if a site was able to handle it.
