NonLadder Ist: High or not?

I think its time we make a decision on whether or not NL Ist is a high rune or not. Those of us who have always played NL say its Hi... becuz its always been for us. People who played old ladder think its not becuz it wasnt on ladder.... WTF! lol im sick of tryin to trade for items and old-ladder players so... well that ist isnt Hi... not even half....please comment

In my opinion, high runes are Vex on up. Ist is not in the list, so it's not a high rune.

on west it is considered a high rune, it WAS NOT considered high about 2-3 months ago, but some **** keep comming to destrroy currency ( like sojs =()

I always thought ist was a hi before the ladder season. =P After the ladder season I didn't really see it as a high because a lot of people in ladder had ist runes.
