how does ias/fhr work???

like i see items with like 40% fhr how does it affect my attack speed???

fhr dosent effect attack speed, that effects your recovery rate. Ias affects attack speed.

Basically each character has a determined set of break points for these stats and each time you geta high enough % you will reach the next speed level.

Say your attack was once every second on 0% IAS and the next breakpoint is 10%, if you equip 10% IAS your attack might be once every 0.75 seconds. These numbers are not real ones, there should be a list of break points somewhere on this site.
