Question about monster's strength

Hi. You know, in a game with one person, the monsters are like 100% strong. If another person comes in, it increases and so on.

NOW

I heard, that if you open the uber portal (trist) with only one person in the game, they won't get stronger if another person comes in.

So my question now:
Is this true or are the ubers always the same strong with every amount of players in the game?

yes when a person enters a game the moster automatically get harder, i also have fought uber solo and with a party and they seem to be the same strength

When some1 joins ur game, at the top it'll say "Diablo's Minions Grow Stonger

And when some1 leaves the game, it says "Diablo's minions weaken"

So that was foreshadowing words
