Depends which class you are.

Chance to Block:

Total Blocking = [(Blocking * (Dexterity - 15)) / (Character Level * 2)]

Blocking = A total of the Blocking on all of your items. (E.g: Guardian Angel, Twitchthroe, Any Shield, Holy Shield)

Bocking is capped at 75%

If a player is running, his blocking percentage is 1/3 of its original value.

SS blocking stats are:

Chance to Block: Pal: 77%, Ama/Asn/Bar: 72%, Dru/Nec/Sor: 67%

I'll move it around for you:

Dex needed for 75% block rate = (75 x Character lvl x 2)/Blocking percentage + 15.

So, your character level is 75 and the blocking percentage on ss for an amazon is 72%. Stick those in the equation. You get:

X = (75 x 75 x 2)/72 +15 = 11250/72 +15 = 171.25 dex points. As the diablo game rounds everything down, you will need 172 dex points in total (that includes dex bonuses you get from items).
