hey, if you wanted a target rifle that didnt kick much, but could still withstand a small breeze at long range, what would the calliber be?

That all depends on your definition of a small breeze, long range and percieved recoil. But I will bet that the .223 Remington will work for you; something relatively inexpensive and most of the guns that shoot it are capable of 4" or better at 200 yards. If money is no object let me know and I can give you a lot of options.
