I'm not gonna lie. It sucks. A lot. Trash it. If it had Fools mod, I'd say otherwise, but it doesn't.

To answer many of your questions, I think that Fool's is a mod on rare items that gives either Max Dam and AR based on character level, or max dam and min dam, I cannot remember which.
