Well, for about two months now i've been grabbing every flawless gem I find and dumping them off on a muel for rerolling. Every time I get 3 pgems/skulls together I slap them in the cube with the Grand Charm and transmute
And I've got nothing so far from it all.
But I've been using the same Grandcharm, that started out as a 14 resist all that I found durning hell Baal runs, and hasn't got any useful stats since.
Is there any techniques anyone uses to tip the odds? Or is just bad luck?
Or is rerolling just a waste of f'ing time?

Find a grandcharm that has 42 clevel req for a skiller. High level gcs can get some godly stats sometimes. The higher the clevel on the gc, the better.

so what ur saying is that gcs lower their lvl every time they are rerolled?
are u sure about the lvl 42 thing? it contrasts lowering the lvl and if it were true people would be rerolling curse gc's into other skill gcs

Well
The required level for the charm was down to 5. It'd vary alot however. I thought that most any grand charm you pick up in hell would be fine for rerolling....
According to Arreat's Summit each and every item that drop is assigned an item level that is pretty much around your current character's level. Each stat has a required item level assigned to it, so obviously you cant have stats with higher levels then what item level it is. This doesn't have anything to do with required level, you can have a very crappy mod on an item level of 70.
At least that is the impression from I got from what Arreat's said, which is why I just kept rerolling the same charm.
What arreat's says:
Quote:You can use this formula to get another chance at a Magic Item of the same type. The ilvl = ilvl. This means to use 100% of the ilvl of the input item. It's important to note the difference between "the ilvl is set to a fixed number" like what happens in some recipes and "the ilvl of the output is exactly the same as the ilvl of the input" as is the case here. So if you're cubing for +skills Grand Charms, for example, you want to use Charms starting from late Nightmare, not ones that dropped in the Normal Blood Moor. You can use this formula (with an Amulet) to create a +2 Skills Amulet. And you cannot Gamble one before Character Level 84. Be warned however, that the chances of getting that on an Amulet might be very low (considering everything is available) and it might take a lot of tries. Rare Items cannot be used with this formula to create new Rare Items. You can also use this on Charms and Jewels.

I am pretty sure the best gcs to reroll are from baal himself.

hell diablo or hell baal they have very high fixed ilvls... and it also matters about clvl! ilvl+clvl/2 i think is the formula. so say a baal gc drops and u wanna roll it. Ilvl (99) + clvl lets say (80) = 89.5 max ilvl u can get. the clvl is very important i think once you hit 93+ u unlock every mod aviable... so i dont think rolling the same gc will hurt XD... sure the ilvl REQ might change but the ilvl it self does not. (correct me if im wrong) i turned a lvl 5 req into a skiller.

While i do agree that Baal will drop the best charms, the ilvl doesn't always equal the level of the monster.
It can be up to five levels lower then the monster

Edit: Actually, nevermind, there's only two prefixes at higher level ilvls that can override the skills prefix, Serrated (ilvl of 67) and Bloody (ilvl of 75). However, at higher ilvls, the suffix can get higher +life, eventually getting +46-50 life (needs an ilvl of 110 :S). So I'd say nab GCs from hell baal or hell minions, somewhere in there, and reroll them.
And, the ilvl of an item is fixed, forever, until it's put into a cube recipe that happens to change that ilvl. The rerolling recipe does not change the ilvl, so a 110 ilvl gc that's only got +2 min damage will still be a 110 ilvl gc when it's rerolled. Character level requirements has absolutely nothing to do with the grand charm itself, just the mods on the grand charm.
Also, the level of the character doing the rerolling doesn't, I'm pretty sure, affect the outcome. The rerolling is based solely on the ilvl of the gc. I've rerolled a gc on my level 1 mule and it came out very well, +1 bow +34 life

input iLvl = output iLvl
The item level of the charm will always be the same, no matter how many times you roll it. I turned a low cLvl to a skiller many times. Offensive Pally GCs mostly. GL/

I'm quite sure that clvl plays a role, but I may be wrong. Reroll in hell ONLY. Basically, you would want a gc that has enough ilvl to get the "Of Vitality" mod (42-45) health I think. I reroll quite a lot, and the best that I have got was Barb masteries +44 life. Sold it for heaps.

*Nilhalik and baal GCs are the best for rerollin.
*Nil better than diablo.
*Required lvl has NOTHING to do with ilvl (already said). ilvl in = ilvl out, character lvl is only involved in gambling and crafting NOT REROLLING.
*EXAMPLE* A GC with ilvl 84 can be rerolled 100 times by a lvl 1 mule and will still have an ilvl of 84. During the course of rerolling, the required lvl (based on the mods randomly selected from the list of available mods --- based on ilvl (in this case everything)), can be anything. Can go from req lvl 48 to 35 to 5 to 63... and so on.
