Level 83, No level 83 Mercs?

I can't hire a level 83 merc when I'm level 83 and I find that a bit awkward, is this normal?

I don't think you can buy a merc same level than you, only one level below you, so you could buy a lvl 82.

yes when your a higher level like that you can't buy a higher level

Yea its normal one level below your current lvl... very few times i find a merc my own level
