Paladin + Firestorm

Okay, i have used the search button with several different keywords and have found nothing...Please explain to me how paladins recieve the skill firestorm. Is it an item? or a bug?

It is the Hellfire Torch.
25% chance to cast lvl 10 firestorm when stricking
+3 to random character class skills (like +3 to amazon, +3 to sorc...)
+10-20 to all atributes
+10-20 to all resistances
+8 to light radius
lvl 30 hydra 10 charges

although the firestorm from hellfire is the one Diablo has, which is awsome
pheonix also gives the firestorm (chances to cast) but its just the same as the druids
and a bunch of stuff can do that too

Actually I think it's different, I think the druid's is a storm of fire. And the diablo's shoots it..
