Many people often have issues here, if you have a firewall, router and are using a newer windows program, this information will help you forward all relevant ports to enable gameplay:

Now, if you still cannot join games or frequently lag out of a game or frequently disconnect, you may want to verify that your router doesn’t have the NAT Firewall enabled. This firewall was designed long after the release of Starcraft and causes many issues when online gameplay takes place. To know if your router uses this firewall, look into your user manual or call the manufacturer.
Also, after the download of an illegal program, often these steps will help ensure you aren’t infected with a virus and your server list is repaired:
Step 1) Remove the illegal program(s) from your computer.
Step 2) Run a virus/spyware/malware/adware scan(s).
Step 3) Remove any sensitive data from the computer (anything you've accessed via a password should have its password changed, Credit Cards used over that computer should be cancelled and reissued, etc.).
Step 4) Reset your server registry:
From your main screen, go to Start-->Run.
Type “regedit” (without quotes) in the dialogue box and click OK.
Click on the “+” icon beside the HKEY_LOCAL_MACHINE branch.
Click on the “+” icon beside the Software branch.
Select the Battle.net branch and press the delete key.
Click on the “+” icon beside the HKEY_CURRENT_USER branch.
Click on the “+” icon beside the Software branch.
Select the Battle.net branch and press the delete key.
Now start the game and try to connect to Battle.net. If it fails, go to step 5.
Step 5) Check your "hosts" file:
Click on Start then Search or Find files and folders to search your hard drive for a specific file.
In the file name field, type the word "hosts" (without the quotes) and search for that file.
Once Windows has found this file, you may want to make a backup copy and name it hosts.bak.
Double-click the hosts file (not the backup) and choose to open it using Notepad.
The term ".battle.net" should not appear anywhere in this document.
* If you see any ".battle.net" entries, please delete them.
Close the Notepad document and choose Yes when it asks you if you want to save the file.

If you can connect to another realm:
You have been temporarily IP restricted. The more common causes are:
• Going in and out of games too quickly (most common cause)
• Spamming text in the chat channel (often associated with bots)
• Rapidly connecting/disconnecting to Battle.net (often associated with bots)
• Repeated attempts to use an invalid CD-Key
• Repeated use of an incorrect password may lock an account login for your protection
• Repeated use of third-party programs (hacks) – these include but are not limited to sending bad packets, flooding the server(s), and the use of hack programs
• Going in and out of accounts/characters too quickly
This lasts anywhere from 15 minutes to 48 hours.
Also note that attempting to connect while restricted can make the restriction last longer. All restrictions lasting longer than 48 hours should be reported to [email protected].

Also, after the download of an illegal program, often these steps will help ensure you aren't infected with a virus and your server list is repaired:
Step 1) Remove the illegal program(s) from your computer.
Step 2) Run a virus/spyware/malware/adware scan(s).
Step 3) Remove any sensitive data from the computer (anything you've accessed via a password should have its password changed, Credit Cards used over that computer should be cancelled and reissued, etc.).
Step 4) Reset your server registry:
From your main screen, go to Start-->Run.
Type “regedit” (without quotes) in the dialogue box and click OK.
Click on the “+” icon beside the HKEY_LOCAL_MACHINE branch.
Click on the “+” icon beside the Software branch.
Select the Battle.net branch and press the delete key.
Click on the “+” icon beside the HKEY_CURRENT_USER branch.
Click on the “+” icon beside the Software branch.
Select the Battle.net branch and press the delete key.
Now start the game and try to connect to Battle.net. If it fails, go to step 5.
Step 5) Check your "hosts" file:
Click on Start then Search or Find files and folders to search your hard drive for a specific file.
In the file name field, type the word "hosts" (without the quotes) and search for that file.
Once Windows has found this file, you may want to make a backup copy and name it hosts.bak.
Double-click the hosts file (not the backup) and choose to open it using Notepad.
The term ".battle.net" should not appear anywhere in this document.
* If you see any ".battle.net" entries, please delete them.
Close the Notepad document and choose Yes when it asks you if you want to save the file.

If you can connect to another realm:
You have been temporarily IP restricted. The more common causes are:
• Going in and out of games too quickly (most common cause)
• Spamming text in the chat channel (often associated with bots)
• Rapidly connecting/disconnecting to Battle.net (often associated with bots)
• Repeated attempts to use an invalid CD-Key
• Repeated use of an incorrect password may lock an account login for your protection
• Repeated use of third-party programs (hacks) – these include but are not limited to sending bad packets, flooding the server(s), and the use of hack programs
• Going in and out of accounts/characters too quickly
This lasts anywhere from 15 minutes to 48 hours.
Also note that attempting to connect while restricted can make the restriction last longer. All restrictions lasting longer than 48 hours should be reported to [email protected].
