1.8 ghz is pretty slow, buy the computer if you want to just browse the internet.

Ah, well, three things really
Interent, Warcraft 3, and Counster Strike 1.6
I think all those should run fine underneath that system... Even with onboard graphics.

Cs will be a problem, have you every run cs on system and not opengl? Well, that's what I'm guessingit would look like with an onboard, and it might run a tad slow with 1.8ghz.

I know software can be acquired by other means but it comes with crappy software, only 20 gig harddrive, 512 RAM. The RAM is the best thing about that computer. I don't know about you, but I'd save a bit more money and get slightly better.

I hate to tell you this, but if you have any friends that are good with computers or if you feel you want to do it, you save a lot of money and cash buying the seperate parts and building it yourself. I would say at least $300 saved\gained in better equipment.
Edit:
For 1.6 and the other games you might be able to get away with that computer. I'd get another 512 or get 1 gig (in one card) for memory, and I'd get a better video card... other then that your good.
You can get XP if you get one gig, it runs sub-par on 512MB

Just to be clear, i'm trying to run CS 1.6, not CS:S
I thought War3 would have a harder time running it..

It would. But I still wouldn't pay 200 for that. At least 50 of it is going to that RAM alone. The speakers are 10, the keyboard mouse = 10 the CPU = 40-50. I mean, in all honesty, it's not worth, save up a few more hundred dollars or so before you decide on a computer.
