Not Reading Harddrive HELP!

Cableselect? yes i have two IDE buses and i do have my HD in the Primary IDE bus, and my CDROM is set for master of the secondary.its just not reading the HD im guessing the HD is screwed, but one more thing why when i put in my windows disk it reads from the cd-drive, and it can read my HD because i had to repartition my HD
