If you can't create games, and you dont seem to have an excessive amount of lag, it could be your firewall. If you run a router go into it and go into the "applications and gameing" or however you port forward on your router. and open up ports 6110-6115 (getting 6112), do both tcp and udp. Thats what i did and now i can create games with low lag and many ppl can join.
