Hey, I'm glad you liked my guide.
The answer really is in my thread, but I'll try to explain it again, since it looks as if you've got some things the wrong way around.
1) If you are using Spirit, you should always have 163%fcr. You will generally use Spirit vs. casters, and a druid has extremely slow frames, so I'd seriously recommend using that vs. any sorc, trapper, hammerdin, boner etc.
2) Even if you decide to use Spirit, you should always have a Stormshield in your stash, even if you're not going for max block. This is when you drop to 99%FCR, which is fine because it's sufficient against the people that you duel, i.e. WW barbs, Smiters, Bowzons, V/Ts, Wind Druids etc. If you go up against those builds with no DR% (just the DR% on your Enigma), you will go down very, very fast. If you like DvDs (windy v. windy) then this is also the option for you. Full DR% against such opponents is an absolute must.
3) Now, whether you choose to go for max block is entirely up to you. Without max block, you will be torn to shreds by any decent Bowzon, WW barb, etc. Of course, you can only have max block with Storm, because with Spirit, the DEX req for 75% block is stupidly high.
4) So in conclusion, there is no such thing as a pub setup for a Windy. It's all about giving something up for a little something more. I.e. give up your DR% so that you would have a better chance vs. elementalists, or give up your speed so that you have a better chance vs. physical damage dealers. From my experience, I'd recommend max block, because WW barbs are a very popular class and you are very likely to go up against them quite often. At the same time, every second PvP char is a sorc, so there you go, you do need your FCR frames.
