There always legitimate, just your reasons for wanting one might not be. Make a connection (msn file transfer, TCP/IP game, webcam, whatever) then run netstat, and look for the external address. If you can't do this you have no hope of using an IP tracker.

Guess all ip loggers are leegal as long as your intentions are good and if you are logging ip's you need to informe your members/visitors in your sites Terms Of Service.
Every email and incoming action to your computer can be logged for security reasons hovever scanning for someones ip would be illeegal.
